[LOTRO] Ctrl-AltGr-0

I tried this one to send it to every instance. But it isn't sent to any window. The key combination works fine in the active window so it is not a problem of Lotro.
It dosn't work with the repeater also.

Is the Hold option enabled for this key? (try enabling it)

It dosn't help. And it seams to be not only a problem with Key Maps. It dosn't work with the repeater function also.
