Where is the "Do not advance until..." option?

Pretty stupid question, I know, and I used to know exactly where it was, but now that I need it, I can't seem to find it I want to offset my isboxer keymap steps to avoid skipping rotation steps past the global cooldown.

Found it right at the top of each step.
