[EVE] Target Slot Issue

Could anyone explain to me how exactly the Target Slot Feature works in Eve? i've been trying for about 2 hours now, with different options (Set the keystroke on the actual Character in the Character set, and and Key Maps, i just can't get it to work.

I'm trying to make Slot 1,2,3 Target slot 4 when i press 4, along with slot 1,2,4 target slot 3 when i press 3 etc.
