Mapped key not working correctly

In City of Heroes, I mapped the 1 key in ISBoxer which kicks off flying for each character. This works.

However, when I hit 1 again, which turns off flying, it only works on Region 3 character, not the other two Regions. I have Region 1 in focus most of the time as that is the Character I control the most.

Any ideas why hitting 1 again doesn't broadcast to all other regions?

Something that may be related, when I open my character set to play, all three regions come up. The first two let me put in my password fine. The third region though won't let me use the number keys at the top of my tray to enter a password. I have to use my NumKeys. This happened when I was 3-boxing EQ as well. It's always that third region that has a problem.
