The easiest time to set up assist and follow is during the Quick Setup Wizard!
On the last page of the wizard, there is a Game Key Bindings tab, for you to fill in a) Assist Target key binding in the game, b) Follow Target key binding in the game, and c) the keys that each toon needs to press to target each other toon.
Your Follow key is configured in ISBoxer as "F", but you have not configured Assist, and you did not fill in the targeting table. The targeting table is needed because the way it's going to work when you press "F" (the ISBoxer Hotkey you configured to send Follow) is first to Target the guy you're playing (by pressing the key from the targeting table, which you did not fill in), and then to send the Follow Target key combo. If it's set in SWTOR to Follow Target when you press F, then follow will work after you fill in the targeting hotkeys. AFTER the wizard, if you need to fill this in, do it in your Character Set under each Slot in the "Variable Keystrokes" tab.
