What you didn't do is explain what you expect to happen or which Action it is that isn't working as intended or give us enough of your configuration to actually do any troubleshooting. It looks like that Mapped Key (not a Key Map btw) that you pasted is using two different ATGs in two different Actions. If i had to take wild stab, I'd say either the length of the ATG name or the fact that it contains the "/" character are the problems.

Sorry, to be more specific is that keymap should broadcast to the characters i have in the action target group.
however its not working, no one is getting any broadcast.

I think that was clear actually.
What Alge is saying is that Step 1 is using ATG called "WH Main Clients" and Step 2 is using one called "WH 2nd Taris/Aaran/Tyrael/Torne/Grav/Phenom/Lone/Lux/Uncas/Primarchs". What he said about the second one is that it's a) super long and b) contains "/" characters which could potentially be interfering. I don't think that's the issue (the limit on the length may be closer to 512 characters, and there should not be special behavior from a forward slash /, just a backslash \).
I would probably be taking a closer look at which Characters are actually in the specified ATGs, which of course we can't see from just the Mapped Key. I don't see anything wrong with it, but if we were to make a guess just based on this Mapped Key and its contents, I might try a more concise ATG name as Alge suggested.
