One easy way to override broadcasting in any case is to use a Mapped Key. In this case, you could map Mouse2 to only send to Window:Current, with the "Hold" option enabled. This can be done using the Mapped Key Wizard.
If you put it in the "Always On" key map (or if you play WoW it's called "Control"), then this hotkey will always be active, even when "Key Maps are off" via the hotkey/icon.
So where we're at to this point is:
1. run the Mapped Key Wizard
2. select the "Always On" or "Control" key map
3. select Straight Key Broadcast
4. pick Mouse2 (click in the box)
5. tell it to send to Window:Current
6. check the "Hold" box at the bottom.
7. Finish
8. Export to Inner Space
You can also tie it to the "Activate Repeat" button if you want to only activate this specific Mouse2 behavior during broadcasting mode. This involves setting this new Mouse2 mapping to start OFF (disabled) under Advanced, and then using "Mapped Key State Actions" to turn it on and off in Steps 1 and 2 of Activate Repeat.
