I'm sure this is a simple question sorry

OK so every question I have had so far has been answered by a string of googling. This one I found like 90% of the answer but I still cannot get it to work. So I've added a lot of keys (1-9, -, 0, F1-12 etc.) and they're still being passed after I Shift-ALT-M.

Here's what I want:
All my new keys to not be passed after I Shift-ALT-M

Here's how far I got:
I went in the top left to Key Maps >> Control >> (in the bottom left) Mapped Keys >> Activate Maps >> Steps and I made a Step that's like this:
-Steps
--Actions
---"ALL OTHER KEYBINDS (my keybinds group I made) Key Map "Toggle" -> all other

Target
---Window: All w/o Current
Key Map
---"ALL OTHER KEYBINDS" Toggle

So I disable Key Maps with Shift-Alt-M then I Shift-Alt-R and press enter to open a chat box then once again Shift-Alt-R to turn it off leaving the chat boxes still open. I start pressing 1's and 2's and they appear on all screens despite me turning key maps off. I've also tried only disabling the keys and trying to cast and the bots don't actually cast the spells so why would the numbers appear only when I'm typing?
