Yeah... so... I asked for an image you are calling "correct" so that I have something to compare the "wrong" one to. The image you uploaded is basically the same as the last one, so there is no comparison.
Since you say you've deleted your Windows XP partition, I have to assume that I'm not going to get the config or an image from what you said was "correct". Therefore, I can't guarantee any solution I give you gets you identical results to what you had in Windows XP.
With that out of the way, my answer is still the same as before. The text is distorted because the game is rendering 1920x1080 (assuming you're right) in a 640x480 viewing space, and that's not the same aspect ratio. Width-wise, 640 fits into 1920 exactly 3 times (1920/640=3). However, 1080/480 is only 2.25. So to do this shrinking to the smaller size, you're showing 1 pixel for every 3 for the width, and 1 pixel for every 2.25 for the height (this means the rows of pixels are going to be uneven). For you to be correct that 1920x1080 rendered into 640x480 perfectly readable under Windows XP, but not in Windows 7, then I'm going to have to say that DX was doing sub-pixel rendering on Windows XP, but not on Windows 7 -- it's possible that the game's antialiasing setting may improve this.
But, here's what I'm going to suggest. The game was probably not rendering 1920x1080 under Windows XP if you are using 1280x960 and 640x480 window sizes. It was probably rendering 1280x960. Adjusting the resolution settings in each game window (note that it may be different in each one due to ISBoxer's virtualization of EVE's config file) to be 1280x960 might set you straight. It might also help to set each game window to Fullscreen mode. (ISBoxer puts it in a window either way)
