You can if you want to.
From my perspective, if you cannot get it to work after shutting down or uninstalling all excess software, then your choices are reinstall your OS (preferably clean rather than over the top), or don't use the TurbineLauncher to load the game.
Upgrading OS, and then reverting is no guarantee that it will work just the way it was. Despite all the improvements in software and Microsoft OS's in the last 30 years, there are still little things that get missed in some of these processes.
