Failed to launch client error "with pic"

This happens after logging in and pressing Play within character #2

Will doing Full Download fix this? Because I did the one where you can play while it downloads in the background. If it's not guaranteed to work after that, i'll just try a new game, anyone know?

You will definitely need the download to have fully completed. You can't have two download streams competing with each other.

The download was completed when it wasnt working, I'm redownloading it now with the "fully download" option but i doubt it'll work. Know any game that guarantees to work with windows 8 and isboxer? This the fourth 3rd game i downloaded to try

Guaranteed is a strong word, but ones that are known to work on Win8 and ISBoxer are:
WOW, LOTRO, SWTOR, EVE, D3, EQ2, RIFT, DOAC, Marvel Heroes, Aion, STO, ... and quite a few others.

If you are having issues running them, it is more than likely some setting or other software incompatibility preventing it.

Well nothing too out of the ordinary.

I would start with removing the AppCompatibility flags on TurbineLauncher.exe.
C:\ProgramData\Turbine\The Lord of the Rings Online\TurbineLauncher.exe: ~ RUNASADMIN WIN8RTM

One thing that seems extremely odd is the install location of LOTRO. C:\ProgramData\. Why is this not in C:\Program Files (x86)?.
Windows implements some specific security management over the C:\ProgramData folder that may be causing your issue. Try uninstalling LOTRO, and then re-install from your full download files to the normal location of C:\Program Files (x86)\Turbine\The Lord of the Rings Online\
