Lock cursor inside game windows after loading dev build

Randomly my mouse cursor will get locked in my isboxer toon window. if i click both the right and left mouse keys at the same time it unlocks and i can slide out off the isboxer window to do other things on my desktop.
this has never happened before. i read a post about going to the character set and changing "Lock cursor inside game windows while focused to" No, but it still happens after this was set.
prior it was set to "if the game requests it" but as mentioned I have never this happen before and i have been using boxer for years.
wondering if others have had this? i play windowed.
