Need Help with EQ UI

I have tried copying the layout of my other characters but it doesn't appear the same. Some of the hotbars and chat windows still show up way bellow where the other toons is. I attached 2 screenshots

I hit launch on my characters set and went to the kitchen. When I came back the paladins screen was the same. I closed all programs and launched again, this time logging in each character as soon as it appeared on screen and it fixed my issue. Strange
