You'll need to remove this:
Application Compatibility flags under HKEY_CURRENT_USER\SOFTWARE\Microsoft\Windows NT\CurrentVersion\AppCompatFlags\Layers:
0 C:\Users\Public\Sony Online Entertainment\Installed Games\EverQuest II\EverQuest2.exe: $ IgnoreFreeLibrary<nvd3dum.dll>
This is something Windows 8 did automatically for you at some point, possibly after the game crashed once. Windows may pop up a box asking if the application ran correctly, and do something like this if you tell it no.
So here's how to remove it. Press Windows+R to bring up the Run window. Type in "regedit" and click OK. Navigate to HKEY_CURRENT_USER\SOFTWARE\Microsoft\Windows NT\CurrentVersion\AppCompatFlags\Layers and delete the entry for EverQuest2.exe. Then try again.
