I'm a little unclear on what you're saying you're doing... but ... if you have configured Mapped Keys for any movement keys, you need to make sure the Hold option is ON for those Mapped Keys (it is an option in the Mapped Key Wizard, and it is a drop-down box for each Mapped Key)
Without the Hold option enabled, the Key Combo (movement key) is sent as an instant press and release, instead of being held down. That is why you wouldn't move if this option is not enabled on your Mapped Key for movement.
The ONLY other thing that matters is "Make game believe it is foreground window" in your Character Set. This option is used if the game is purposefully filtering out inputs when it's not the foreground window. Whether that is necessary or not depends only on the game and its code/design, so this is different from one game to the next. For example, WoW does not require this option at all, but if this option is not on for Diablo 3 you can't hold Shift while clicking to make your guys stand still.
With that said, if you want to move via broadcasting in Guild Wars 2, sure go for it. There's no auto-follow function so people are experimenting with various ways of moving together.
