Can't get close window to work anymore

I'm using Lax's ROTMG keymap virtually unchanged (Love it for soloing too!), and Ctrl+W and Ctrl+Q are blocked (as expected.) I defined a new key Ctrl+Alt+Shift F12, and configured it to send Ctrl+W to all windows as an alternate close command. The debug console shows Ctrl+W being sent to the window, but RotMG doesn't close. I've also tried Ctrl+Q, but it doesn't work either.

I can configure Ctrl+Alt+Shift+F12 to disable the RotMG keymap then press Ctrl+W myself, but that doesn't seem very elegant.

RotMG may be one of those games where you need to enable the "Hold any Keystroke while Hotkey is Held" option for Mapped Keys that send a key+modifier. I'm not at my normal PC right now, so can't test this...
