activate slot/window hotkey not working

I've been successfully multiboxing wow for about a month now, and decided to graduate to swtor since it is my mmo of choice.
In general (thanks to all the instruction), everything has gone well. However, I'm having one minor but annoying problem- the switch window/activate slot hotkeys don't seem to be working. They worked fine for me in WoW, and I'm pretty sure I have the settings identical to wow (except for the Jamba command that the wizard creates for WoW).
Could someone give me some hints for where places to check why these hotkeys aren't working for me in swtor? thanks!
