How to Limit FPS for SWTOR

I would like to limit my FPS to around 35. I've set this option in IS, but it doesn't seem to do anything. Is there a way to limit FPS in SWTOR for all my windows? I'm only two boxing. I have even tried setting the "Constant CPU Time" function.

... your ISBoxer settings override the settings in the Inner Space configuration window. To set your FPS, go to the Wizards menu in ISBoxer and select CPU Strategy Wizard.
