Addins VFX on another monitor

I have 4 monitors (1920*1080) I am running two accounts in a single window on monitor 1. I would like to use monitor 3 to display a scaled down version of each window at (640*540) at the left side of the monitor and setup an area at (640*1080) in the middle of monitor 3 for menus.
