So as posted in IRC, you will need to shut down services until you find which one is not playing nice. We normally start with things that are hooking the process with the issue, then known problems, or use similar behaviours to those with known problems, and keep going. Sometimes it is the oddest things.
From your diagnostic I would start with

Uninstalling your Avira products. All of them. Uninstalled. Disabling scanning does not work. If it is still installed, it still injects it's filter drivers into the Windows kernel.
