Click bar is in a perma-minimized form

How do u get it back to a wishbone format? Somehow on one of my toons they ended up bunched up in a "minimized" form in the upper left corner and I can't turn them off in this format and nothing on the ISBOXER control panel is helping this problem. Help please anyone had this problem before and know the solution to this?

Every time I have to manually move this toon every other toon does the same thing and its driving me near bonkers.
