Implementing round robin cpu strategy outside isboxer?

I've been looking for weeks for a way to implement the "round robin cpu strategy" to programs outside of isboxer.
I can not find anything on the internet that tells you how to implement cpu scheduling to anything.
The performance I get under isboxer's cpu strategy wizard is not something I've been able to get anywhere else.
Does anyone know anything about this?

1) Open up the Windows Task Manager
2) Processes tab
3) Right-click (almost) any running process
4) Select Set Affinity...
5) ????
6) Profit

I tried that but it doesn't give anywhere near the performance that the isboxer wizard gives me.
So it must be more than just setting affinity.
When I use the isboxer wizard under round robin I go from 20+ cpu usage to 10-.
I can run 5 wows with an average of 30% cpu usage.

Don't forget, ISBoxer is almost certainly limiting your foreground and background FPS as well - something like 30/15 is usual.

Without that, every copy of the game will be trying to max out FPS.

That could easily account for the CPU usage.
