Renaming a character does not update any action targets

I have a number of action targets going to individual characters: "Enter -> Fred"
If I go to the list of characters and find Fred, then rename him via F2 the old action targets remain the same. I was trying an experiment adding account numbers to the name so that it would be clear which characters could be used together in a character set. Everything broke. I investigated and found the old target names still in use.

It would be helpful if a rename of a character updated all occurrences of the character name.

Oh yeah, targets only. I ended up fixing things in Notepad++ by search replace the targets string.
