No scrollbar on character variable keystrokes?

Does not seem to be a scroll option on the character variable keystrokes tab? By design? Seems to limit how many you can add to a character. I was just playing around and noticed it so I added a bunch and took a screenshot.

That seems to be a bug at the Character Set level, but I imagine it's been overlooked for so long since people don't normally define so many Variable Keystrokes at that level and they use the global Variable Keystroke section for things like movement keys.
