Can anyone explain what this dialog box does? How do I utilize the wheel switcher key? Are there other options that I have to set in tandem?

You set the key. Then hold the key, and use your mousewheel to switch windows. That's all...

It says "key only", and I'm saying "the key" in this post, because it cannot be a combination of keys.
