I feel like such a dunce because I just want to simply swap between 2 monitors and can't get it to work. I have 2 monitors with one instance of WoW on each and all I want is to press a button and have them swap and press it again and have them go back. I don't want it to swap based on mouse or focus movement. Thanks very much in advance.

If you only have the two sessions, then I would go to the Window Layout and set the "Swap hot character to main region" drop down to an "Only When I" option.
Then under Key Maps , Always On, set a hot key for the Next Window mapped key. Then when you press this key, it will swap.

OK so I changed -- Swap Hot Character to main region" to "only when I press the Active Current Window Hotkey"
I also bound a key to the "Next Window" in Always On. Still didn't work. Thanks.

I think that is because Region 1 in you window layout has a fixed region set.
Slot 1 should not have a Home Region set. You can do this by going to the Swap Groups tab and setting Slot 1 as the Roaming Slot.
