modifiers from Hotkeys falling through to active window

I define:
Hotkey Alt+Down = Keystoke Action "S" -> Ranged action target group

I press Alt+Down in Tank's window and Ranged toons move back. great.

I press Alt+Down in one of the Ranged windows and Alt+S lights up on my action bar in the current window, while the other ranged toons move back OK.

So it looks like the Alt is falling through to the current window, and messing up the unmodified "S" from the routed Keystoke Action.

Is this the expected behaviour?

I have the settings for sending FTL modifiers Off in the advanced page for the Keystoke Action. Could not find anything else relevant.
I have keymaps on and broadcast off.

Unfortunately because of the way the Hold option works, yes, modifiers are not dropped for the passed keystroke. If Broadcasting Mode is on at the time, then the Alt is also going to be held in your other windows too.

Without the Hold option, when you press Alt+S, internally ISBoxer says "hey, press this but only with the modifiers I specify" -- so it temporarily drops your Alt from the current window if it's sending a key to the current window. It can even do this safely for any number of key combinations in the same Step. With the Hold option, unfortunately ISBoxer can't do that, especially when considering multiple key combinations in the same Step (try holding Alt+S and Ctrl+Q at the same time without it ending up Ctrl+Alt+S and/or Ctrl+Alt+Q). Your physically-held modifier, and any modifiers included in the key combinations being sent will all be held.

I would recommend either avoiding a modifier for this case (i.e. choose a different key to do this instead, like Down Arrow), or to choose a modifier that will not break/alter what it is you're trying to do. That might be Shift in this case.

Re: modifiers from Hotkeys falling through to active window

That makes sense.
yep, I can work around it since it is only a problem for "Hold" keys, and I have very few of those.

thanks for the clear explanation!
